Combining mappers 145 and 149

Since the only way to tell the difference is by bus conflicts, can we combine both mappers to either 145 or 149 and tell anyone developing homebrews or hacks for the mapper that the mapper may have a variant with bus conflicts, so always assume that bus conflicts are there,

And also, that will save room for a future mapper in the collection of homebrew mappers.
